Grouch, if you buy new I give my strongest caution on this:
Do not cheap out on the MB and PSU!
Get a MB which you can upgrade to a better CPU down the line (most CPUs eventually become close to worthless) and a PSU which isn't total crap.
On the other hand, no need to buy totl parts.
I'd reccommend going with an i5 for a CPU if you wanna play more modern games. I used this site https://www.build-gaming-computers.com/best-builds.html to help me with my first build.
Going off the top of my head, it was an i5 4690k or something @ 3.5Ghz, Nvidia GTX 970 4GB, 8GB DDR3 RAM, Asus mobo, 650W power supply and 1TB HDD. Back in 2015, it was considered a mid-range build. An i5 would also be good if you wanted to emulate more modern systems like PS3 or Xbox 360, even PS2.

The thing about sharks and piranhas is that they are only masters of their own element and when in a lunatic asylum as administrator of at the "social" nuthouse administration telling me I'm sane I'm in my element because they're crazier than me if I'm the sane one. Some people like to play with doo doo, and they can't win. I just got home from the local SSA office telling me to take their jobs because I'm sane now.

Not bad aside from missing the I/O shield. I've got a 430W PSU sitting around in its box that I could probably send you for free. I don't recall how long I used it previously but, the only use it sees now is power testing on MBs and such.
