Millions of Americans can claim the same, that doesn't mean you're Irish. It's the same story here but obviously the population is much smaller.
Most people here that say "I'm Irish" in conversation have like 1 or 2 ancestors 4 or more generations back, and plenty of them have never even lived over there nor do they have citizenship. Maybe some of them have gone there for holiday(s) but plenty haven't...Australians are pretty good at saying they're Irish, Scottish, English or whatever but in many cases it's very old blood and really watered down with other blood that falls into the category of "I'm not sure".
Claiming decent is fine but identifying yourself as something requires closer association.
