I've played both versions. They didn't change enough to make it a remake imo. You can get the extra areas on the DC version by downloading a file to your VMU. Bounty thing is really fun for sure.

Doing a Tails in in Sonic CD, hopefully I'll be able to get all the Time Stones in this run.
Special stages seem to run slower for him, so they're easier; which is something I need because I SUCK at Sonic CD's special stages.
