Just search for the PAL games, see if they have French, and download them yourself.

I know I've added some US games with French options. All my PSP uploads mention their language options, so just search "french" in the PSP subforum and they should turn up.
Beyond that, unless you ask for a specific title, nobody will help you.
they still make PSP games so a complete set is impossible

Near the top right you should see a link that says "Search Forum". Click on it and a small box will pop open, write "french" in the space provided there, then hit enter.
