Really, I would have to say it's between both. I have yet to play a PC game that I actually enjoyed playing, no matter how high end the PC was. Emulation is only so good, and I think it was said that you need a PC at least 5-10 times better than the console you are trying to emulate. So in order to really say which is better, is like trying to say what cheese is better.
As far as getting into Graphic Design, even a low end PC can hold up so long as you have a decent amount of RAM and HDD space. I run on a 450Mhz Pentium3 with 192MB RAM and 40GB of HDD. Anything at or above these specs is good enough for any graphics work that you can think of.
Either way, both would be peices of shit in less than a year no matter which you decided on getting.
