You can't create a new thread there. Only forum leaders can.
The best thing to do is just post it in Free for all And ask in your thread if it should be put in hangout.
yeah,for eg midor's 3 word strory originally started out in the free 4 all.a thread thats bound to get spammed is usually transferred to the hang out section:nod:
