So its more sensible to lay out a whole new city? You have to understand, New Orleans is a major port to the south. Without it farmers and factories would have to truck there goods to the east or west coast, and then ship them. That costs a lot more. Also, you have to figure this, demolish whats left of New Orleans then clean it up. That would be a lot of machines and labor. Who has to pay for that? The taxpayers. Your talking hundreds of billions of billions of dollars to clean/rebuild New Orleans and make its levee's and dykes bigger. You'd near a trillion to bulldoze New Orleans and clean it up then build a whole freakin new city.
