Are you talking the emulator or the game??
Anyhow get ZArchiver and/or Winrar for Android in the google store. They are free and both work really well so start there.
You may want to give more info in the future like the game, emulator version and device specs.

Are you trying to play the psp game on your phone or computer?

Games downloaded from this site come in compressed archive files. If you have an android phone you could try looking up zarchiver, which should be able to help you extract the full game files. Alternatively, move the compressed game files to your PC, and use 7-zip to extract it.
Chances are you'll get a bunch more archive files after the first extraction, like nameofgame.r00, nameofgame.r01 etc for example. If you do, extract the .r00 or .r01 file, unless you get a second plain .rar file, in which case extract that.
