PS3 setup screen/Have I been scammed?

Hello lovely people of EP.

It's me! The good old paranoid that loves to bother you guys.

I just got me a PS3, whose box, I was told by the seller "had never been opened".
It came home and oh big surprise! he fucking lied.

The box had been opened. I didn't want to go back empty handed so I gave him the benefit of the doubt. The console bore no marks of it being used, and, when I plugged it, I got this screen



I'd like to know if it only shows up once, EVER, or if it's possible to somehow get it to display more than once (i.e. leaving the console unplugged for a couple of months).

That's every ps3. It's either new or been factory reset. No worries.
