Yes of course these specs will work with a PS2 emulator!

Just by using a simple Google search, you will find very detailed requirements for PCSX2. Also, it does not take that long to download the emulator to see at what speed the PS2 main menu runs.
Even though you didn't post your graphics card, I can tell that your computer will have a very hard time emulating retail games, especially anything 3D.
At this point, your cheapest option is to softmod a PS2.

games work for 1o to 15 minutes then start slowing down and going in slow motion.i heard a laptop isn't the best thing to run a ps2 emulator on..
graphics card is an intel hd family graphics card that sucks lol.
