I guess you must be using a clean dump of the game, but I have no idea how you are trying to use it (emulator or actual hardware).
If you want some help you should really provide more information.

Now that it is the correct section I will answer

The game has AP protection the result of the protection prevents you from leveling in game

To get round this you need either a pre patched rom or to patch the thing yourself

The best patcher out there is called DS-Scene Rom Tool that is not only a patcher but will auto update to the latest database and has all needed patches built into it aswell as updated cheats if what you are using has a cheats option

Lots of newer DS games have protection that require patching to work with a number of flash kits (mostly the cheap nasty R4 range) and emulators
