What they were saying is that your entire PC is too out of date hardware wise. You'll need a minimum of a motherboard with a PCI-Express x16 slot, and a dual-core(+) CPU at 2GHz(+) a core minimum. You'll also need a budget level PCI-E graphics card like say.... a 'nVidia GT250', or a 'ATI HD 5750', off of Amazon/Ebay.

PCI and PCI-Express slots are two totally different things. Your current board probably already has PCI.
It's PCI-Express that you wanted.
And a new processor.
And a new motherboard.
And new RAM.
And a new video card.
And a new power supply.
Hell, a totally new PC.

He might be able to reuse his power supply. P4's were pigs, so there's a chance he has something halfway acceptable
