Default Formatting USB Drive to FAT32

I can't seem to format my usb stick to FAT32. I downloaded something called HP USB Disk Storage Format Tool. I selected the drive my usb was it and selected FAT32 as the file system. It just doesn't seem to work. Help please?

EDIT: Nvm just googled it and did it with cmd prompt. Now my question is how do I put games onto the drive and play them with OPS2Loader?
