    I would have to say that 2 games are tied for best music, Chrono Cross, and Final Fantasy 6

    pretty much everything by hitoshi sakimoto (ff12, vagrant story, muramasa, tactics ogre, opoona...), and the music from the first sonic game.

    Personally:

    1. ALL the Megaman games, along with the X, Zero and ZX games.
    2. The Metroid series, most notably Super Metroid and the Prime trilogy.
    3. The Starfox series, again most notably the original Starfox (SNES) and Starfox 64.
    4. The whole Mario (main) series, most notably SMB, SMB2, SMB3, Super Mario World, SM64, SMG1 and SMG2.

    Koji Kondo is hands down my favorite video game composer, his works include: Super Mario Bros, Legend of Zelda, Super Mario Bros 2, Super Mario Bros 3, Super Mario World, Legend of Zelda Link to the Past, Star Fox 64, Super Mario 64, Legend of Zelda Ocarina of Time, Super Mario Sunshine, Legend of Zelda Twilight Princess, Super Mario Galaxy, etc.

    Oddly enough, Chrono Cross is my favorite soundtrack, for it's beautiful emotionally stirring orchestrated music. Dream of the Shore Bordering Another World is my favorite track, love the violin music.

    You folk and your Eastern music . Storm of Zehir, Mask of the Betrayer, the original tracks in NWN2, and all the Infinity Engine games. Storm of Zehir is pure awesome, and could only be better if some of the tracks were a little longer, and it was all done with real instruments.

    I gotta admit that the Mask of the Betrayer main theme kicks some serious ass. Planescape: Torment, too. Other than that, I find that western fantasy RPGs often have some pretty generic soundtracks. Looking at you, Jeremy Soule.

    Divinity 2 has a number of catchy tunes on its OST, though, which was a pleasant surprise, and the soundtrack of Thief: Deadly Shadows is the most atmospheric shit I've ever had the pleasure of listening to.

    A lot of the Japanese composers tend to use very similar music for games, battle music in particular is usually some kind of variant of another battle track they've done. I give Western composers more credit because they usually use real instruments instead of synths. Storm of Zehir is definitely my favorite soundtrack ever. They chose fitting instruments for the environment and really put a lot of thought into it.
