Hard part would be getting the right mapper probably

Commercial Programmers are easy to use. You just pop it in the socket and use the software that comes with it. But you'd need to be familiar with the iNES format if you want to burn your ROMS. The NES cart has a prg rom and chr rom chip. The iNes format has those and a header.
