Jet Set Radio definitely, awesome game. Muppets - Racemania for PSX, much better than Crash Team Racing, has nothing to envy to the Mario Kart games (it's available in the main page for those who want to give it a try). Perhaps God of War, there was not too much hype when it was released.
That's cos PS2 totally outsold Xbox, that doesn't mean Forza is underrated.

I think people need to be more specific about which groups count when we're talking about underappreciated. Take Fallout frex, practically unknown to casual gamers but considered one of the RPG holy grails amongst the hardcore. So is it underappreciated or not? How about Planescape: Torment, a game that could only ever be appreciated by a hardcore gamer. Is that underappreciated when it's unknown outside that group but generally beloved inside it?

P.N.0.3 I'd say, one of the best 'Cube titles I've played, went pretty much unknown :O.
Twin Snakes as well. It should have been on the PS2 as well as Cube.

I think Final Fantasy X-2 and 12 were underrated. I didn't play much of them, so maybe they suck and are underrated for a reason lol. But I haven't heard much about them, as I did 1-10.

NES:
- Destiny of an Emperor I & II. Okay, it's no Koei game, and Capcom can be fucking stupid sometimes. But, hey, a RotTK RPG where you can recruit almost every enemy general. You can't go wrong there. Them FF games gots nuthing on these.
SNES:
- Shadowrun. Why they never did make that direct sequel is beyond me. This should've been one of the most popular games ever.. seriously. I get goosebumps just thinking about it.
- Der Langrisser and the Langrisser series. Well, I do think it was fairly popular in Japan, since they made a bunch of games. But, yeah, translate and gimme.
- Romance of the three kingdom series (NES/SNES/PSX/PS2/PC/Whatever). Outside of Japan. Stupid casual gamers.
- Uncharted Waters 2: New Horizons. Magical game. Simply magical. The last one in the series released in English.
- Romancing SaGa 3. The only SaGa game I've played, and this is just another case of a game not being able to leave Asia.
- Ogre Battle: March of the black queen (I think, not like I'll bother looking it up).
PSX:
- Vanguard Bandits. The dialogue can get a bit stupid sometimes, but it's also pretty hilarious. Spectacular gameplay, awesome replay value with different paths, better than Front Mission.
GC:
- Uh.. Bond.. Nightfire.. whatever it's called. I had more fun with this than Golden Eye for the N64.
PS2:
- Suikoden 3. Yeah, it's 3D and not as great as the second game. But, come on, wind rune, lend me your fucking power already.
- Suikoden Tactics. Okay, I can see how people would think it was a bad idea to base yet another game on the shitty SIV story, and the plot is far from great. Still, you got to learn a bit more about that rune of death, punishment, or whatever it was, and the gameplay is great. With that and the quests this is a real entertaining game, and I'd love to see a sequel some day.
