Dunno where you heard that, but that's sorta like based on nothing but personal experience. I'm at ~515 and ~80.

yea like i said... i heard it somewhere and figured it might pertain to the issue....

personally my upload is capped at 1/8, while my download is unlimited, and i never have any problems, however when the upload wasnt capped, browsing the internets used to really suck

Ah, now I get what you meant. Yeah, I cap my upload on µTorrent since not doing that prevents me from browsing decently.
