CDRWin or CloneCD for PS1 games.

Alcohol 120% or DVD Decrypter for PS2 games.

CDRWin (free demo is all you need):
    http://www.goldenhawk.com/

    CloneCD (shareware):
    http://www.slysoft.com/en/clonecd.html

    Alcohol 120% (shareware):
    http://trial.alcohol-soft.com/en/

    DVD Decrypter (free):
    http://www.mrbass.org/dvdrip/

Some people just use Alcohol for everything

You can use other software, but those are probably your best choices

Nero will work but you have to mount the image to a virtual drive every time you want to use it. Most people don't like Nero images though so if you're indending to share the images then you will want to use either CloneCD or CDRWin (cue/bin) images. Note that if you use Alcohol DO NOT use the cue/bin setting as it does not store all the proper information in the cue file but CDRWin does.

    [EDIT]
For PS2 games, ISO images are best.

I dont know much about the newer cdrwin but i know the older versions work great. You can't use .xmd with epsxe. I hate using trial software and such. I use PCSX2's cdrom plugin EFP Iso CDVD 0.6.0 to rip ps1 and ps2 images to the hd to play on emulators.

Yes you can with any psx emulator, i.e. in ePSXe/file/run iso

You'll need a cdr plugin like peops cdr: http://www.pbernert.com/html/cdr.htm

That is NOT Golden Hawk's CDRwin. That's a very crappy program made by some German company (Engelmann Media ) that is using the name "CDRwin" to draw in unsuspecting users. It's a total useless program. I'm surprised they haven't been sued after all these years. So many people fall for their crap trap.

Run the prog and click the create image button, select your drive, click the cd game option, browse where do you want your image file to be created, check the create cuesheet option and accept it.
Why is CDRWin not working for you?
