Default Minor ePSXe and Suikoden 2 problem

What settings should I put on my ePSXe with what video plug-ins so I can play this game properly? Latley stuff's been crawling, like when I'm on the world map the game moves extreamly slow, or sometimes when there are a few sprites on the screen as well.

Hmm. It depends on your graphics card and amount of RAM memory.
I'll go for "Pete's OpenGL 1.75(6)" or "P.E.Op.S soft GPU".

As for the configuration you may try checking Emuparadise Guides
thread as fireblaster_lyz made a guide on ePSXe plugins configuration.
If that won't work I'll try to setup your plugin.
All I need to know is your graphic card and amount of RAM, but try
    the first solution before that...

My ram is 256, and my card is a voodoo 3. I managed to emulate this game before perfectly but I can't do it now for some reason.

First of all get rid of any unnecesary program running in your tray.
Those may slow down emulation very much.

Is it Voodoo3 with 16 or 32MB VRAM??
Anyway I can only guess the correct settings but they may work:
Instead of OpenGL plugin I'll reccomend D3D plugin...
Note that I cannot use Glide/3dfx plugins so I cannot reccomend you
    settings for those.

    FOR FIRST PLUGIN:
    Plugin: P.E.Op.S. Soft Driver 1.1.16
Author: Pete Bernert and the P.E.Op.S. team

    Resolution/Color:
    - 640x480 Fullscreen - [16 Bit]
Stretch mode: 0 or 2 (2 might be to complicated for your graphic card)
Dither mode: 0 or 1 (1 also might be to much for your GPU)

    Framerate:
    - FPS limit: on
    - Frame skipping: off
    - FPS limit: 60

    Misc:
    - Scanlines: disabled
    - Game fixes: on [00000001]

    FOR SECOND PLUGIN:
    Plugin: Pete's D3D Driver 1.1.75
    Author: Pete Bernert
    GFX card: NVIDIA GeForce2 MX/MX 400

    Resolution/Color:
    - 640x480 Fullscreen - [16 Bit]

    Textures:
    - R4G4B4A4
    - Filtering: 2
    - Hi-Res textures: 0
    - VRam size: 0 MBytes

    Framerate:
    - FPS limit: on
    - Frame skipping: off
    - FPS limit: 60

    Compatibility:
    - Offscreen drawing: 3
    - Framebuffer texture: 1
    - Framebuffer access: 0
    - Alpha multipass: on
    - Mask bit: off
    - Advanced blending: none

    Misc:
    - Scanlines: off [0]
    - Unfiltered FB: on
    - Dithering: off
    - Screen smoothing: off
    - Full vram: off
    - Game fixes: on [00000800]

I tried those settings. The first setting sped up movement on the world map but made battles go VERY slowly. Then I tried the other one, no changes in the speed and it made all of the sprites blurry and the text in textboxes was almost unreadable.

Yeah, exactly. When I was first running the Suikoden II Iso on this it ran with almost no problems. Then my ePSXe started acting up and I had to redownload my plugins and stuff.

hmm, just a thought, but do you have spybot search and destroy or anything you can do a quick search for spyware? might be the reason for the slowdown, either that or maybe you changed something in the settings? I haven't played this so I don't know if the world map changes enough to get slowdown/

I'll second that. You should make a quick spyware/virus check...

Also I have played that game and didn't encounter any
slowdowns, and I have only 128MB RAM but I have 64MB VRAM
    GeForce Card.
