Install. UnRAR plugins to plugin directory. Put BIOS in bios directory. Use PEOPS Soft plugin and Eternal SPU plugin.

That's the short version. Try searching the site, there probably is another, more detailed tutorial somewhere.

Eh... riiiiiight. Unextract. Is that better? Basically, most progs like WinRAR, WinACE, WinZIP can handle all the other formats too, so that's not a problem usually.
Other than that, did you have any specific problems? The config wizard should walk you through the config process, and after that most games should work. If you have video/sound issues, chances are you need to tweak the plugin settings a bit.

Try ngemu.com. And the link was probably to GODJonez' plugin collection, but he left recently. It's not necessary though, you only need 2-3 of each kind of plugins, obviously those that work best.

That's one fine guide... I took a quick look at it. It says what you need to download, where you should put them, and how you should configure them to achieve the best configuration. You just have to set everything as fireblaster_lyz described, step by step... It can't be written down simpler than this.

Also, you could state exactly what you didn't understand in the guide... which line, which sentence, anything.

Actually, the only method I know of exporting configurations is using ePSXexecutor and exporting them as registry keys.
