You can use Macromedia Flash MX to do that.
Just import your .mpeg file and cut out the frames you want to remove.
Then go to file -> export -> movie -> and save it as a .gif (make it low quality so you can save it on the floppy disk.)

You could try <a href="http://www.irfanview.com">IrfanView</a> with it's media plugin. Open the movie, and select Extract frames -tool. It saves them in bmp format. Then you can do Batch conversion with this same program to convert them to gifs or to whatever format.

And hes talking about putting the gif on a floppy. I say go with Macromdia Flash MX. Im only saying this because Ive never heard/used the other 2 mentioned.
i rather the cd-r floopy sometimes blank out for no reason
