Yeah, as Elin said, 'PS' Stand for Photoshop, and 'PSP' is Paint Shop Pro.
Paint Shop Pro is a n00b program because it's easy. Photoshop isn't really very hard to learn, though. You should go with Photoshop in my opinion, cause if you start with Paint Shop Pro and then decide to go over to Photoshop, it'll be harder. I find Paint Shop Pro really confusing, as I'm used to use Photoshop. It's up to you really. But I'd go with Photoshop, as it's got a lot more filters and tools and is the best program out there.
