I don't think theres anything wrong with the plugin. Have you tried another emulator? PSXEven is pretty good. You can get it from www.zophar.net

Is legend of dragoon on the real cd or is it an .iso? Maybe you should keep for scratches. I remember having the same problem for megaman x6.

If it's the cd use clone cd and see if it will make an iso if it won't then the cd is too scratched

Im playing Of a ISO that i made last week so it cant be that.
Ill try an older version of ePSXe and see if that solves the problem(because im not starting the game again on another emulator )

Try to turn off framebuffer access. (Set to 0). Or alternatively, you can use PSXeven or VGS to play the game.

Maybe it is a bug with epsxe...try using other emu like VGS or PSXeven.

if you want, I can make an ISO of my real CD, and you can try that... I haven't ever had any problems with it. beat the game using an old PSX that hardly runs any games w/o extreme tweaking. then I used epsxe and played it. I beat it using the ISO. just give me a few days and I'll get you a link. I forget which cd that is. tell me taht, and I'll get you the ISO.
