You are set as fully registered already hence you can post in this section rather than being stuck in limbo in the Read Before Posting section and not confirmed

But just so you know even if you have the 3DS emulator that I am not even sure is at a fully playable state (reasonably certain it is not) you still require a dump from your own 3DS to use it though anyway so kinda pointless for those that do not own a 3DS and have yet to see someone upload a dump

3DS rom dumps can be played via a flash kit though on a real 3DS

To be more vague, Citra is still under heavy development and thus doesn't justify the creation of a 3DS rom section yet.
We're all excited for the day it finishes up, but still; be patient!

To play roms on an actual 3DS you need R4 or Gateway right?

Eh, not just citra. But citra is probably the only trustable 3ds emulator to find at this time.
