Removing programs generally isn't very useful, they're too small to make much of a difference. Uninstall games you've downloaded and aren't playing, games take up huge amounts of space (except those ones Windows has pre-installed, those are tiny). Also delete stuff out of your downloads folder, like movies, music, porn, warez, iso's etcetera take of huge amounts of space as well. Keeping stuff like that is fine, but you need to dedicate yourself to keeping it. Which means buying the drive space to keep it (I'd suggest external hard drives, 2TB or bigger) and keeping the data sorted, not just with everything piled in the download folder with no rhyme or reason, as tends to happen.
Also consider reducing the size on your recycle bin. Sometimes they're set to hold quite a lot, so you could go on a disk cleanup rampage and oddly notice you cleared no space, because you forgot to empty the recycle bin and everything is still sitting in it. You shouldn't need much more than 5GB of bin space to recover accidentally deleted files, here's an explanation on how to change it:

Are you sure your recycling bin is clear?
If so, you might want to try going through your files from the root of your hard drive and seeing just where all the big things are. Go to you're hard drive's root folder, look at wherever the largest file is, open it, and track down stuff that is particularly large.

I cant' delete programs because it says, "Unexpected error: the file is corrupted and unreadable".
Disk Cleanup, Chkdsk(run from cmd.exe), Disk Defragmenter (all windows pre-installed apps) and a decent anti-malware program should help. It sounds like you got yourself some pretty serious problems.
