Homebrew NEW / SNES app for viewing animated GIFS or video?

Heyas, a friend asked me if it's possible to put a video or animated GIF on a NES (preferred) or SNES cartridge and then display it on that particular system. I know about flashcarts, e.g. Everdrive etc. So getting the data there is not a problem, but I'm thinking you need some application to be able to actually display them. I haven't found anything by Googling around, but maybe someone here can point me in the right direction? Thanks

I don't think there is anything out there that already does this. It should be possible on SNES but not NES.
