Default Weird glitch with SSF in full screen, please help!!

I have this emulator running flawlessly except for one issue, when i go full screen you can see the bottom of the program from the windowed mode over the screen... i attached a picture of what i mean to this post. I have tried so many different settings and whatnot but have had no luck, any help would be appreciated

Try and lower the full screen res (the res does not improve the image with SSF anyway as it does not use any 3D visual enhancements)
You can also try and Alt Tab to and from SSF and see if it brings SSF in front of what ever that bar is

It looks like some other program or windows bar is showing over the top of SSF rather than an actual issue with SSF.
