You may still be able to find Fuji "Made in Japan" CDRs which are also Taiyo Yuden.

Do a search for "Dreamcast emulator" on any of your favorite search engine and you can easily find sites to directly download from.

How about CDRWin? It's one of the "classic" programs for creating PSX ISOs.
