Which emulator are you attempting to use and what exactly is the problem you're having with it?
the FPse [0.10.19]. It downloads, but when I try to play it, it crashes by saying that it stopped working. I tried the I also tried the psx4droid [3.0.5], but it stayed as a .exe file, and I couldn't open it to download the system.
Have you tried PCSX ReARMed?
No, it's not only for a pc is it?
You shouldn't have any exe file. Make sure you're downloading the actual Playstation game..
Make sure the game is fully downloaded properly and unzip/decompress it (if needed) ZArchiver is a great unzipping tool for Android devices.
Install either retroarch or epsxe for Android. Load game. Play. Get scared :P
Edit: don't use fpse or psx4droid - they're kinda crappy.
PCSX ReARMed is PCSX ported and optimized for ARM hardware aka Mobile or Raspberry Pi hardware.
Retroarch uses PCSX ReARMed as its android core so I highly suggest you give it a try.

Not sure which your hardware uses.
