The majority of roms come compressed as .zip, .rar or .7z files, and most PS1 emulators won't read or recognize them without extracting the files first. If you don't already have a file extraction program like Winrar or 7zip, you can download 7zip here; http://www.7-zip.org/download.html. Just pick one of the ones labeled Windows, and pick either the 32 bit or 64 bit one (if your computer is less than 5 years old, you probably want the 64 bit one).
After it's installed, right-click the file, hover over "7-Zip", then click "Extract Here". Then, move the files you get from doing that to your tablet (it'll be either a single .iso file, a .bin & .cue file, or a .img & .ccd file), and then you should be able to find it with your emulator.

There is a further issue with the fact that our games tend to be further compressed in ECM or even ECM & APE format that need to be converted back to a readable format
un-ECM for Droid is also on Google Play that will be fine for the games that have been further compressed with ECM alone
I can't find an APE converter for Android though
There is a PC guide for converting that you are better off using in general, especially for ECM & APE games (as you want the ecm+ape ones to be converted to a single bin+cue images rather than a bin+lots of wav's and a cue that after converting the file formats from ecm+ape/s is exactly what you get so an extra convert is needed) then just copy the output file to your micro SD after
