I just got my PCSX2 after many months of hard work, but now it's running too slow to play. The average rate is about 30-40 fps. I tried speedhacks but they didn't seem to do a lot. I have the GS Video Plugin.

It depends on the game you're trying to run.
Not all will run at full speed despite being fully emulated..
Sure they will. You just have to have a PC capable of it.
I know I'm able to emulate the PS2 at full speed on my computer without the need of any hacks at all.
It all boils down to what your hardware is, and that's really all you can expect to change that will offer you any real improvement here.
