I use epsxe on both Windows and Android. I the use dropbox to sync the saved states and mem cards back and forth. I am looking for other emulators that do the same.

Hmm going to move this to mobile devices it is more for Android users than PC users
Raw Ram saves and Memcard saves should work both on Windows and Androids unless one of those does not emulate it correctly, some converting may be needed by some.
Save states I really would not recommend though, not without using a memorycard and ram as well as save states.
