megaman2:power fighters help

newbie here, im trying to get megaman2:the power fighters to work on my comp, but the emulator can't even seem to find the rom.
I downloaded it right here from EP, I put the file in the rom folder, but it wont work. I've tried the FinalburnAlpha, Nebula and MAME emulators, and i had the same problem on all of them!
Someone please help! ty

Could be a bad rom/

With MAME you need to scan for new roms.

but if it dosent work with any emu sounds like a bad rom.
